Telescope control

The telescope can be moved with the north, south, east, west or toffset commands. The north, south, east, west commands take a single argument, the distance in arc seconds. The toffset command takes two arguments the distances in arc seconds to move east and north. " toffset 10 100 " offsets the telescope east 10 then north 100.
