Phil graduated with a Bachelor of Science degree (with honors) in Physics from the University of Warwick (England, UK) in 1982. After spending a year teaching Physics, Mathematics and Engineering Drawing to GCSE Advanced Level in a private school in Wales, he returned to academia. In his position as Tutorial Fellow at University College, Cardiff, he taught undergraduate mathematics and astronomy classes and pursued a research degree into the morphological properties of southern galaxies and clusters. For this work, the University of Wales awarded him a Master's degree in astronomy in 1987.

From 1987-1989 he was Starlink Site Manager at the University of Leicester.  From 1989-1997 he was a Higher Scientific Officer with the Royal Observatory Edinburgh where he managed computer system and developed control systems using a variety of hardware and software technologies. From 1990-1997, he was stationed at the United Kingdom Infrared Telescope in Hawaii. In this capacity, he wrote and maintained aspects of the telescope and instrument control systems and data reduction pipelines.

From 1997-1998, Phil spent 18 months in the City of London at the 3rd largest money broker in the World. His position as Head of Front Office Systems lead to the technical introduction of the Euro in foreign currency trading markets.

In 1998, Phil returned to astronomy and the USA, taking his present position at NOAO. Prior to NEWFIRM, Phil designed and delivered the software control system for the WIYN Tip-Tilt Module using real-time Linux and LabVIEW. 

He is a Member of the British Computer Society, a Certified Engineer with
the Engineering Council of the UK and a Certified Information Technologist.
