SUB-AWARD INFORMATION

A subrecipient is a third-party organization performing a portion of an AURA research project or program. The terms of the relationship are documented in a Sub-Award. Federal regulations for subrecipient monitoring are found in OMB Circular A-133 “Audits of States, Local Governments, and Non-Profit Organizations.”

 

Roles and Responsibilities:

 

1. The Requestor has primary responsibility for the monitoring of Sub-Awards to ensure compliance with AURA and NSF Terms and Conditions.

 

2.  The Requestor has responsibility to certify that technical requirements have been complied with by the Contractor and in accordance with the Sub-Award’s Terms and Conditions; that goods or services (including all progress and final reports) for which AURA has been billed have been received or furnished; and that the Invoice is approved for payment.

 

3. The Sponsored Projects Office (SPO) has responsibility for ensuring that Sub-Award agreements contain appropriate federal and other applicable regulations consistent with sound business practices and for collection of subrecipient federal audits, if necessary. SPO has been delegated the authority to prepare and negotiate all Sub-Awards for collaborative research.

 

Procedures:

 

1. The Requestor submits a Requisition online via Reqless along with a Statement of Work (SOW).

 

2. Request for Bids (RFBs) are distributed through SPO. Any preliminary contact information, quotes, or Sole Source Justification must be forwarded to SPO.

 

3. After satisfactory review of any “draft copy” sub-award documents, when no further changes are required, an Approval Form shall be signed and returned to the SPO office by the Requestor allowing the sub-award to be formally issued.

 

4. The Requestor determines when a Sub-Award is to be amended. Requisite changes are made with SPO. If additional funding or the Statement of Work is substantially changed, a new Requisition is issued and forwarded to SPO. SPO then amends the Sub-Award.
