The Large Synoptic Survey Telescope (LSST) searches for a Project Controls Specialist (PCS). PCS reports to the LSST Project Manager. In accordance with LSST Program Execution Plan, the candidate will maintain project controls for the LSST project in the Project Management Control System (PMCS).  Assists LSST Project Management Office in project planning and scheduling, cost estimating and monitoring.  Identifies potential schedule and budget problems and brings to attention of appropriate project managers.  The PCS is responsible for scheduling, preparing for, and coordinating monthly cost and schedule reviews.  Assists in the implementation and operation of Earned Value Management System extensions to the PMCS.

 

Other functions include ensuring that project schedules, estimates and budgets, contingency/risk and escalation, and related codes are correct and complete in the PMCS.  Ensures that resources are defined, loaded and leveled appropriately in the PMCS. Works with the LSST Business Manager to prepare and process annual updates to resource rates in PMCS.

 

Creates and compiles project reports and layouts that meet project needs for reporting progress and status to project managers, the LSST Board, and the funding agencies. Supports special analyses and what-if scenarios for internal and external reviews.

 

Requires a bachelor's degree and at least 5 years of experience in project controls for large-scale, federally funded projects.  Experience with NSF and DOE funded projects a plus.  Experience with Primavera P6 required, experience with Deltek Cobra desirable.  Familiar with standard project management concepts, practices, and procedures, PMI certification a plus.
