NOAO, according to its contract with the National Science Foundation, cannot obtain insurance without U.S. government approval. This can be a lengthy process (30 to 45 days), and is not guaranteed. Generally insurance coverage is approved for high value items (exceeding $300,000) or unique, one-of-a-kind items that are not replaceable.

Insurance on small value items will not be approved. According to the NSF, NOAO is a self-insured program. Any loss is to be covered by the contract funds.

While insurance costs cannot be paid with government funds, insurance charges can be billed to consignees or other organizations if those parties request the insurance.
